General Secretary
Overall Responsibilities:
Operating at the intersection of the political, administrative, and governance functions at the highest level, this position supports and assists the General Secretary in:
- Fulfilling PSI’s constitutional requirements and ensuring good governance.
- Maintaining excellent affiliate relations.
- Developing, implementing, and monitoring strategy while coordinating operations.
Key Responsibilities:
Governance
- Manage the planning, preparation, and coordination of PSI constitutional bodies across departments and regions.
- Monitor and advise on governance matters, ensuring compliance with constitutional requirements.
- Oversee the reporting and preparation of policies for decision-making, ensuring accurate minutes are taken.
Affiliate Relations
- Coordinate political aspects of affiliate relations, including managing membership functions.
- Handle affiliate and external requests.
- Support the General Secretary and staff with political liaison with EPSU and European affiliates.
Monitoring and Planning
- Continuously identify internal and external threats and opportunities.
- Ensure coherence and monitor implementation of governance, work programs, and strategy across HQ departments and regions.
- Assist the General Secretary in organization-wide planning.
Strategic Projects
- Coordinate or lead the development and implementation of strategies in key areas of priority.
- Coordinate organizational responses to urgent priorities, including solidarity actions and support to affiliates in need.
Political Support
- Assist the General Secretary with political duties such as speech writing, briefings, meetings preparation, and travel aspects.
- Draft memos, letters, policy documents, and strategic reports for the General Secretary.
- Provide strategic political and organizational advice to the General Secretary.
- Liaise with staff, affiliates, and external partners.
Other Duties:
As assigned by the General Secretary.

The position will report to the General Secretary.

Cross-Functional Links:
This role will work closely with the heads of HQ departments, regional secretaries, and staff involved in membership, governance, and affiliate relations.
Employment Conditions:
- Location: PSI Head Office, Ferney-Voltaire, France, OR Geneva, Switzerland, OR a major accessible European center (for an exceptional candidate).
- Final location will be subject to the employability of the preselected candidate.
- Permanent full-time position.
- Annual gross salary according to PSI compensation (divided into 13 monthly payments) + secondary benefits based on PSI policy, subject to local conditions.
- Starting date: As soon as possible.

Content Expertise:
- Strong understanding of governance functions in a membership-based organization.
- Familiarity with the support needs of senior leaders in various organizational contexts.
- Broad knowledge of global trade unions, particularly in public services and within Europe.
- A degree in social sciences, law, public policy, labor, or equivalent experience.
Skills and Attributes:
- High level of political acumen and ability to manage complex relationships.
- Strong problem-solving skills in ambiguous environments.
- Capability to identify risks and adapt swiftly to diverse situations.
- Excellent writing skills and ability to synthesize information for concise briefs.

Experience:
- At least 5 years of experience in the trade union movement, political party, government, civil society, or related fields at the national, regional, or global level.
- Minimum of 2 years in a governance function within a membership-based organization.
- Experience supporting leaders in political or non-profit organizations.
Languages:
- Fluency in written and spoken English is essential.
- Spanish is highly desirable; proficiency in other PSI languages such as French, German, or Japanese is an advantage.
